Taking changes from configpod, spgw, MME
Umbrella helm chart update to include following fixes
1. Updated webui/config4g for fixes
2. SPGW: fix for socket reuse option, SPGW fix to allow UPF to
allocate address if UPF supports the address allocation feature
3. MME fix for NAS message encoding, adding default option in the apn
which will be used as default spgw if no apn is found in the list
