Reliability fixes

- Prevent hang on start related to DNSSEC

- Timeout unavailable severs more quickly, which works around transient
  failures (previously wouldn't query a "dead" server for 900s)

- Limit TTL on NXDOMAIN responses

- Fixes for galaxy and linting
