Use ubuntu16.04-basebuild-8c-15g instead of ubuntu16.04-basebuild-4c-8g
for periodic openonu-go tests as the ubuntu16.04-basebuild-4c-8g could
be causing some potential timing issues due to low CPU and memory in
the test environment
