VOL-4906 - Refresh bbsim release

  o gh release create command line copied from jenkins log works fine locally.
  o Explicitly quote --title "'title string'", embedded whitespace may cause problems and echo(d) string lacks quotes.
  o Apply script to cleanup whitespace and indentation.
