[COMAC-127] make COMAC-Platform, the COMAC basis on CORD platform 7.0
Include:
- etcd-cluster
- mcord (profile) -> to be changed to comac profile
- base-kubernetes
- mcord-setup -> to set up CNI including SR-IOV option
Prerequisite: Before deploy it, must deploy CORD_Platform 7.0
To-Do: also, need to update SEBA profile in here
