Flip the default igmp app to multitable.
Change igmp test accordingly.
Avoid restarting ONOS by toggling the onos core driver/openflow apps.
Avoid configuring the igmp SSM table and port table config used only with the deprecated ciena-cordigmp (non-multi-table) app
