Fix to write dev_mgmt_daemon log into /var/log/dev_mgmt_daemon.log
instead of /var/log/syslog.
This was fixed in https://gerrit.opencord.org/#/c/16904/ but again
got overwritten with https://gerrit.opencord.org/#/c/16920/.
