CORD-1892: Break rogue dependency between ControllerNetwork and Instances. This is a quick fix for this bug. A longer-term fix would be to drop Network.instances from the data model, for the autogenerated dependency graph to come out to be valid. Change-Id: Ia9f36d04b3f97d7b169580b88fc112e275af27ed
