Temporarily disable SCOMa0108af9 and SCOMa0108aea on 3200G as there seems to be some issue with the ONUs forwarding traffic to OLT. Traffic in the upstream is not even reaching the OLTs pon port. Change-Id: Id8624860549d8076e067e23bfe32912a3e0359df
