[linux] Fix strange compilation problem by explicitly including <linux/types.h>

	* zebra.h: On linux, we seem to need to include <linux/types.h> before
	  <sys/sysctl.h>, otherwise we get isisd compilation errors about
	  __be16 not being defined.
