[build] configure needs to check for struct icmphdr for IRDP

	* configure.ac: IRDP also depends on struct icmphdr, enabling
	  only on in_pktinfo breaks when an OS acquires pktinfo, as
	  Solaris NV has. Reported by Jim Carlson.
