* bgpd/(general) refcount struct peer and bgp_info, hence allowing us
add work_queues for bgp_process.

Add bgp_info_{lock,unlock} helper functions.
Add bgp_info_{add,delete} helpers, to remove need for
users managing locking/freeing of bgp_info and bgp_node's.
