build: get rid of INCLUDES, use AM_CPPFLAGS
INCLUDES in configure.ac was not used at all, and INCLUDES in
Makefile.am is supposed to be AM_CPPFLAGS these days.
Reduces warnings spewed during bootstrap/autoreconf.
