[build] Test for GNU-style PIE support in toolchain and enable

	* configure.ac: add a configure flag and autoconf macro, which will
	  determine if your toolchain supports PIE.
	* */Makefile.am: add corresponding CFLAGS and LDFLAGS into
	  appropriate places.
