[configure] Refine CLOCK_MONOTONIC test

* configure.ac: Check for the actual CLOCK_MONOTONIC symbol, as clock_gettime
  need not imply that clock type is supported
* lib/zebra.h: use the method given in autoconf docs for sys/time.h
