bgpd: don't use #ifdef inside macro args

Using #ifdef inside preprocessor macro argument lists is not guaranteed
to work.  In reality it mostly does, but we don't need these ifdefs for
HAVE_IPV6 anymore, so let's get rid of the warning nonetheless.
