[ospfd] trivial cleanup of nsm_timer_set

	* ospf_nsm.c: (nsm_timer_set) ls_req timer should be OFF in
	  early states.
	  Compact several identical sections.
	  Set inactivity timer to OFF for Down, for documentary purposes.
