build: list actual release procedure As in a few other places in HACKING.tex, the text doesn't quite reflect reality. Add the actual release procedure including a few more steps, and warn about autoconf's subdirectory behaviour. Signed-off-by: David Lamparter <equinox@opensourcerouting.org>
