Remove namespace designation from p4rtc_server

Today we use 'tost'. Tomorrow we might use 'sdfabric'.
Let's remove this for now and assume pfcp-agent will be deployed in the same name space of onos.

Note: changing VERSION to 1.0.13-dev since we don't need a tag for umbrella chart
