VOL-4905 - Deploy new voltctl version.

  o Inline banner "text", debugging, etc for readability.
  o Inline find -name 'go', docker image commplaining golang not found.
  o Add target 'docker-debug' to display container and image info.
  o Echo a per-arch status line while building release binaries.
