  o Setup bridge logic transition.mk, git submodule
    checkout dependency.  A makefile include from
    the library will trigger submodule checkout.
  o Massage some make variable paths so we can load
    current logic from lf/onf-make/makefiles VS voltha-docs/makefiles.
  o Disable target lint-doc8, variables used in target logic
    conflict with lint-doc8 logic in lf/onf-make.
    Temporary edit until the dependency can be broken.
