[VOL-2193] Create mocks for Kafka Client and Etcd

This commit consists of:
1) A kafka client mock that implements the kafka client interface
under voltha-lib-go/pkg/kafka/client.go
2) An embedded Etcd server that runs in-process and represents an
Etcd server.

+Benchmark is not necessary for this package. It does nothing actually.
+As it is just a thin wrapper to make go runtime public. 
+Both `reflect2` and `reflect` call same function

+Instead of casting `[]byte` to `sliceHeader` in your application using unsafe.
+We can use reflect2 instead. This way, if `sliceHeader` changes in the future,
+only reflect2 need to be upgraded.
