VOL-1883 - "proxy_address: None" during mib_reset. -passed Device to _onu_omci_device.start from brcm_openomci_onu_handler. So no need to call getDevice again. Change-Id: I05e00e9f71a1f18d2dc4fd934dc2b3fc86903d32
