VOL-1690 VOL-1330: No longer store config nor alarm MIB data in etcd This should slow down memory growth in etcd. Also given the mib/alarm etcd storage classes are not fully functional for mib resync its best to not use them at all until they fully work. Change-Id: I404a861622c76ef1651aafa48022a9b278858e89
