VOL-2942 The Robustness Variable allows tuning for the excepted packet loss on a network. IGMP is robust to 1 is packet loses,The Robustness Variable MUST NOT be zero and SHOULD NOT BE 1. Default: 2 (IETF RFC 3376) Hence, I need to change the robustness value from Multicast Operation Profile. Change-Id: Ib8f6ee8f73bb1ef33fbddce139851207c7e447af
