VOL-1352 - Use OpenOLT device info for logical device id and serial number

Updated GetDevice interface from OpenOLT adapter to agent to retrieve MAC(ID) and Serial Number.

Delayed creation of openolt logic device until the connection is established with
OpenOLT driver agent. Use the device_info retrieved from agent to populate dpid,
serial_number as well as vendor, sw, hw information when creating the logical device.

OpenOLT device in ONOS will now have a different device ID and serial number
