VOL-613 : PON simulator kubernetes integration

- Added onos/freeradius deployment templates
- Added olt, onu and rg deployment templates
- Added cni annotation to all templates to work with CNI Genie
- Added more instructions in the README

Amendments:

- Removed cni annotation from the service block
