VOL-717: Alarm Synchronization State Machine

Intial the codes for the Alarm synchronization state machine
which perform the getAllAlarms/getAllalarmsResponse/
getAllAlarmsNext and getAllAlarmNextResponse and provides
database to save related alarms AlarmDbExternal.
