Voltha Bringup Tests

Test steps in this section serve the following purpose:

1. Deploys Voltha and its companion containers
2. Verifies base-line operation of Voltha
3. Introduces the tester to basic Voltha operations, such as
   • curl/web browser based REST APIs
   • Swagger UI
   • Craft CLI
   • Log streams and log collection
   • Asynchronous events published by Voltha
