VRouter sample configuration via TOSCA

The repository contains the synchronizers to configure the ONOS vRouter component.

The code assumes that the vRouter service depends on the fabric service, which depends on the ONOS service.

For example, ONOS_Fabric -> Fabric -> vRouter
