TST Meeting experiment request

o Reconnaissance for a TST meeting request re: job/tag creation.
o Bump VERSION to a release value to verify tag creation.
o Exercise github release script prior to final build.
o github-release stage failed last attempt but that was
likely due to presence of a *-dev suffix.
o This job is cosmetic, simply being run for creation side effects.
